The Washington-based group supports gun rights and tougher enforcement and stronger gun laws.

"Virtually every crime gun in the United States starts off as a legal firearm," says Bradley Buckles, director of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives. When police recover a gun in connection with a crime and can trace it back to its original, legal owner, they have a starting place for following the chain of ownership - leading, if they're lucky, right to the suspect they're looking for. Along the way, they may be able to connect a gun to more than one crime, even crimes in distant cities.
